the Code Commentary tool sounds interesting .. maybe it would be possible to make it generic enough to not only work as a commentary tool for code but also as code review or other side-by-side commentary (e.g. discussing wiki content)
as for the django SoC ideas.. i am more a fan of the audit trail or the search api :)
